G-1 Sends (INFORM): 25-02 COLs Marketplace and Expiration of SLA

Ladies and Gentlemen,
Good morning.  On 10 June, I sent an email regarding the 25-02 Marketplace and the ongoing transition from legacy systems (AIM2) to IPPS-A markets.  I want to follow up with you regarding the upcoming Colonel’s 25-02 SLD-TD Assignment Cycle process. 

Background:
In November 2023, the VCSA and Army Senior Leaders directed COMO to remove Colonels from the ATAP/ AIM2 Marketplace.  The intent was to provide a more responsive process to the VCSA and Army Senior Leaders, nested with the latest guidance, objectives, and Army readiness requirements.  

Prioritization of Fills:
ACMG directs HRC fill prioritization, ensuring the most critical positions are prioritized and validated based on available inventory.  For the 25-02 cycle, COMO will prioritize 1) Blackbook and Strategically Important Positions (BB/ SIP); 2) Worldwide Individual Augmentee Systems (WIAS) positions; 3) Directed Military Overstrength (DMO); and 4) Hard Code/ Immaterial positions (fill Priority informed by Army Senior Leaders/ BOD/ Proponent Guidance).  As we make tough choices at the “cut-line,” Senior Leader Guidance and ACMG will determine whether requirements will be filled during the 25-02 cycle.   

Inventory:
At the close of the 24-02 Marketplace, the Army was short 170 Colonels to valid requirements, preliminary projections highlight a shortage of approximately 225 Colonels in the 25-02 cycle to anticipated valid requirements.  Please know that we are distributing shortages and tough decisions are ahead to equitably distribute Colonel inventory Army-wide.  I ask that you please continue to share this reality to assist in expectation management moving forward.   

Systems of Record:
The system of record for the Mission Essential Requirements (MER) process is AIM2.  Units ‘vote’ command priorities via the MER.  It is paramount that commands accurately complete the MER in order for COMO/ HRC to understand truth-on-ground requirements.  The MER is tentatively scheduled to open to units 2-22 August.  Officer preferencing will be conducted in the Developmental Opportunities Module (DOM) Colonels Management Office (army.mil), and as always, Human Resource Managers (HRM) will also interface directly with their moving population to provide a more tailored list of options based on individual goals, preferences, considerations, competitiveness, and Army Senior Leader guidance.  A link to the DOM is also provided in the attached 25-02 SLD-TD Executive Summary.  Participating officers are encouraged to get familiarized with the DOM prior to execution of the assignment cycle.  Available 25-02 assignments, however, will not be loaded into the DOM until early September, post-manning conference validation.  IPPS-A remains the primary system of record for orders production.

Transparency:
Over the next few weeks, Requirements Officers from COMO will conduct a Requirements Roadshow to discuss the new SLD-TD process with G/J-1s across the Army.  Similarly, HRMs from COMO continue to update their respective branch proponents and their represented populations ensuring a shared understanding.  Validated requirements will be distributed Army-wide and commands are encouraged to communicate priorities with the COMO team throughout the process.

In September, COMO will conduct a Mover Townhall where they will familiarize moving officers along with G/J-1s on the mechanics of navigating the DOM.  Execution of the SLD-TD Assignment Cycle is aligned with the 25-02 ATAP market, opening on or about 30 September.
