This EXORD outlines how the Department of the Army intends to integrate personnel and pay functions to realize the capabilities of a comprehensive Total Force Talent Management System that provides permeability and transparency while meeting auditability requirements, optimizing the talents of our Soldiers, and improving readiness.
- FRAGO 1 to HQDA EXORD 009-16 IPPS-A Increment II (Jun 2017)
This FRAGO provides specific guidance and information to the Chief, National Guard Bureau, the 54 Joint Force Headquarters, and other Army and Department of Defense (DoD) supporting organizations impacted by the fielding of IPPS-A Increment II, Release 2. It provides focused guidance for each of the IPPS-A Lines of Effort (LOE) outlined in the EXORD.
- FRAGO 2 to HQDA EXORD 009-16 IPPS-A Increment II (Dec 2017)
The Army executes HR Transformation in order to prepare for the successful deployment of IPPS-A to the Total Force. This FRAGO provides additional guidance to Army HR and MilPay functional proponents, select ACOMs, ASCCs, and DRUs that will assume new roles and organizational responsibilities as a result of the transition of MilPay to Army HR organizations.
- FRAGO 3 to HQDA EXORD 009-16 IPPS-A Increment II (Feb 2018)
The Army executes a synchronized Total Force IPPS-A training plan in order to prepare for the successful deployment and sustainment of IPPS-A. This FRAGO provides additional guidance to Army HR and MilPay functional proponents, select ACOMS, ASCCs, and DRUs
on executing LOE 3 (Training) and LOE 4 (Communicate and Lead the Change).
- FRAGO 4 to HQDA EXORD 009-16 IPPS-A Increment II (Sep 2018)
The Army executes data accuracy and data correctness campaign plans in order to successfully deploy IPPS-A Increment II. This FRAGO provides guidance and specified tasks to achieve Objective 1.2 (Develop and Execute Data Accuracy Plan). It includes guidance to functional system owners across the Army and the DoD for systems impacted by IPPS-A in order to establish a reliable Authoritative Data Source for personnel and pay records.
- FRAGO 5 to HQDA EXORD 009-16 IPPS-A Increment II (July 2020)
DA will field IPPS-A Release 3 to all Army Components. This FRAGO provides specific guidance for each of the IPPS-A LOEs outlined in the IPPS-A EXORD 009-16 and information to the Total Force (AC, ARNG, and USAR) and Army and DoD supporting organizations impacted by the fielding of IPPS-A Release 3.

This document directs all FORSCOM organizations/commands to support change management, deployment, testing, training, and all requirements associated with the preparations for the implementation of IPPS-A. All FORSCOM Commanders, directors, organizations and assigned personnel immediately begin preparations to execute the specified tasks listed in this order and references A-H in order to ensure the successful fielding of R3 no later than 21 Dec.2021.

This OPORD provides the strategic objectives, key tasks, operational construct, and tasking to inform and mandate key stakeholders on the deployment of the Integrated Personnel and Pay System – Army (IPPS-A) Release 3 functionality to the USAR and will be updated and supplemented as necessary through additional fragmentary orders (FRAGORDs).
