IPPS-A is changing how the Army does business, which includes updating policy and revising regulations. It also requires the Army to analyze and change the way personnel actions are handled in existing legacy systems across the Army. System users have been asking for upgrades to the Army Human Resources (HR) systems, which can cause thousands of hours of annual downtime. The Army wants to fundamentally modernize in order to transition to a 21st century Talent Management system.
