IPPS-A is leading the Data Correctness effort to clean up legacy HR

System data for the upcoming Release 3 in DEC 2021.

The areas of focus include eMILPO, RCMS, TOPMIS II, DTMS and ATRRS.

Maximum participation from Individual Soldiers, HR Professionals and

Force Managers is necessary for a seamless transition to IPPS-A.

Key Tasks

1. Individual Soldiers: Validate and correct

  • Personnel records on DMDC milConnect
  • Soldier/Officer Record Brief (SRB/ORB)
  • ATRRS Training Transcript
  • Information/Qualifications on DTMS/ATMS
  • Leave and Earning Statement (LES)

2. Units:

  • Subscribe to and participate in the Data Quality Assessment Report (DQAR).
  • Conduct Enhanced Personnel Readiness Reviews (PRR) in conjunction with annual PRRs in order to check and fix historically error prone areas within personnel records.

3. Force Managers (G3/G8):

  • Participate in the ongoing Faces-to-Spaces and Army Organization Server (AOS) data quality campaign.
  • Increase AOS knowledge base within the commands’ force management teams.
  • Implement processes that support strength management through AOS position and hierarchy management

4. System Owners:

  • Subscribe to monthly data quality reports and  resolve errors.
  • Assist with mock conversions process.

Timeline

1. Individual Soldier Checks: Soldiers review current personnel records online from DMDC, ATRRS, eMILPO, DTMS/ATMS and their LES prior to conducting PRR at unit level.

The most authoritative source of correct HR data is the Individual Soldier. By reviewing key online accessible systems, Soldiers can aid in correcting personnel data in preparation of IPPS-A Release 3 Go Live. Individual Soldiers can log in and access current personnel records from the following authoritative data sources:

DMDC

  • Personal Contact Information
  • Family Members (DEERS/TRICARE)
  • Health Benefits
  • Education Benefits

ATRRS

  • Military Education
  • Military Training
  • Validate Courses are present and correctly identified

SRB

  • Comprehensive overview of Soldier Data

DTMS/ATMS

  • Verify current APFT/ACFT, Height/Weight and Weapons Qualification

LES

  • Verify on your LES that all pay information is correct

Errors found in these records should be updated at the Soldier level if possible (only on DMDC milConnect) or brought to the attention of the unit S1 for resolution. The Individual Soldier check will be conducted prior to the annual PRR that is required of all Soldiers.

2. Units/S1 Checks: S1/Personnel Automation Section (PAS) Chiefs will conduct Enhanced PRRs and resolve errors published on monthly DQARs.

S1 will conduct an Enhanced PRR to resolve personnel data errors from eMILPO, TOPMIS II, ATMS, and ATRRS. Analysis of personnel data errors by IPPS-A indicates that fixing errors in these systems will allow for the best transition into Release 3. S1 will also review the monthly Data Quality Assessment Report (DQAR) and resolve known errors.

What is an Enhanced PRR?

  • An annual PRR plus a deep dive into following systems:
    • eMILPO – 233 data elements
    • TOPMIS II – 192 data elements
    • ATMS – 30 data elements
    • ATRRS – 43 data elements
  • Conducted in conjunction with traditional annual PRR
  • Completion will be tracked via iPERMS down to DIV G1 level UIC and published at end of each quarter
    • Upon publishing of FRAGO 5*, a completed PRR will indicate that units have also completed the Enhanced portion, this is the new standard for conducting the annual PRR
  • Full roll up Army wide completion will be published and reviewed by HQDA G1 at conclusion of FY

How do I conduct an Enhanced PRR?

  • Guides for eMILPO, TOPMIS II, ATMS, and ATRRS will be published on milSuite
  • IPPS-A Functional Management Team (FMD) Data Team can provide assistance through milSuite forum as users provide feedback
  • This is a major effort that will not only support Release 3, but ultimately support the Army’s overall data strategy for modernization

How do units participate in the monthly DQAR process?

  • Units can support the DQAR process by reviewing the monthly published errors and resolving them at the unit level

4. System owners: System owners will resolve monthly DQAR errors and assist in Mock Conversion process

System owners will work directly with IPPS-A FMD Data using monthly DQARS and during the Mock Conversion process for the Data Correctness Campaign. This effort will validate correctness and transition into accuracy of inbound, outbound, and conversion data.

How do system owners participate in the monthly DQAR process?

  • System owners can support the DQAR process by reviewing the monthly published errors within their respective systems

What is a Mock Conversion?

  • Mock Conversions are the check/check mechanisms that are put in place in order to validate that data being converted (or passed through) is accurate within IPPS-A
  • System Integrators receive data from legacy systems in various files or formats and the conversion into IPPS-A is conducted through an extract-transform-load (ETL) process in Ab Initio. The output that lands into the Oracle ecosystem will then be validated to match up against the original legacy data

Where do system owners fit in this process and which systems?

  • There are seven iterations of Mock Conversions planned during Release 3 development. As this timeline is refined, IPPS-A will publish to all inbound, outbound, and conversion system owners a calendar schedule that will outline when their respective systems will be analyzed
  • Mock conversion analysis will be reviewed and errors will be resolved with assistance from IPPS-A
